That single line contains the whole argument about the expansion, and it is worth spelling out, because “more teams” sounds like it should benefit smaller programmes.

It does the opposite.

A small conference already has a guaranteed place: win your conference tournament and you are in. The number of those places is fixed at 32 and did not move. What a small-conference team gains from expansion is nothing, unless it was going to be one of the very best non-champions in the country — which, by definition, it usually is not.

The teams that gain are the ones that finish second, third, fourth or fifth in a strong league. They do not win automatic bids, they compete for at-large ones, and there are now eight more.

The Opening Round is bigger, and the bracket is unchanged

By keeping the pools separate, the NCAA ensures that a small-conference champion’s play-in opponent is another small-conference champion, and that the last at-large teams have to beat each other for the privilege of a first-round game.

What actually decides who gets in

The selection machinery is unchanged, and it is more human than people assume.

The committee builds a seed list ranking every team in the field from strongest to weakest, and that list determines placement into the bracket. It does not have to be constructed strictly from the top down; different portions can be seeded at different times.

NET — the NCAA Evaluation Tool — is a sorting device, not a ranking that decides anything. It organises résumés on the committee’s evaluation sheets.

What the committee actually reads is quadrant records. Every game a team played is filed into one of four tiers based on the opponent’s NET ranking and where the game was played, because a road win over the 60th-best team is worth more than a home win over the same opponent. Quadrant one is the best wins available; quadrant four is where reputations go to die.

Then strength of schedule, and the rest of the résumé.

This is a deliberately non-mechanical system. A formula could produce the field in seconds. The NCAA does not use one, because a published formula would be optimised against — schedules would be built to game it, exactly as they were when the RPI was the standard.

The S-curve, and why regions are balanced

Once the seed list exists, teams are placed by S-curve: the strongest number one seed goes into a region with the weakest number two, the strongest number three, the weakest number four, and so on down.

The purpose is to make the four regions equally difficult. Without it, the best team in the country could end up in the same quarter of the bracket as the best two seed and the best three seed, and the tournament’s path to the Final Four would be a lottery of placement rather than a test.

It is the opposite philosophy to the NHL’s fixed divisional bracket, which accepts unbalanced paths in exchange for rivalry and geography. College basketball has no equivalent rivalry argument — the teams are drawn from across a continent — so it optimises for balance instead.

The objection worth taking seriously

Expansion’s critics do not argue that 76 is too many games. They argue that the eight new teams are, by construction, the eight teams the committee already judged least deserving.

The 69th-best team in America is not a Cinderella. It is a middling major-conference side with a losing record in quadrant one, and it will lose. Adding it does not add drama; it adds a game.

Meanwhile the tournament’s most valuable asset — the belief that a 16 seed from a tiny conference might beat a 1 — is untouched by expansion, because that team was already in.

The counter-argument is money and access: more teams means more programmes with a season that matters in March, more inventory to sell, and a broader base of institutions with something to play for.

Both are true. Which one matters more depends on whether you think the tournament’s job is to be the best possible test or the widest possible opportunity — the same question the Champions League answered by expanding to 36, and for the same reasons.
