In ISSF shooting finals, all finalists start from zero.

An athlete who shot a world-record qualification arrives level with the shooter who scraped in eighth. The qualifying round determines who is in the room and nothing else.

That is a deliberate choice about what a final should be. It maximises jeopardy and makes the final watchable as a self-contained event — at the cost of discarding, entirely, the evidence gathered in qualification.

Then the field is cut, shot by shot

Finals proceed by elimination. After a set number of shots, the athlete with the lowest score is removed, and the remaining shooters continue.

That repeats until two are left, who contest the gold medal in a duel.

The structure converts a scoring sport into a survival one. A shooter is not trying to accumulate the best total; they are trying, repeatedly, to not be last.

Those are different problems. Consistency is worth more than brilliance, because one bad shot at the wrong moment ends the competition regardless of what came before.
