Athletics' Wind Rule: 2.0 m/s Is a Records Rule, Not a Results Rule

The rule only applies where the wind cannot be given back
Wind is measured in the 100m, 200m, the 100m and 110m hurdles, the long jump and the triple jump.
What those share is that the athlete travels in one direction and never comes back. Whatever the wind does, it does for the whole performance.
Now consider the 400m. A lap begins on the back straight and finishes on the home straight, so a tailwind on one is a headwind on the other. The athlete is pushed and then held up in almost equal measure, and any single reading would describe half the race.
Longer events are the same, only more so. This is why the 800m has no wind rule, and why nobody has ever run a wind-assisted marathon in the technical sense — a course that returns to its start returns you into your own tailwind.
So the boundary between measured and unmeasured events is not about speed, or about how much the wind matters. It is about whether the wind’s effect can be undone within the event.
Only the record is refused
This is the part most often misunderstood.
A 100m run in a +3.5 m/s tailwind is a completely valid race. The result stands, the finishing order stands, the medal is awarded, the athlete is the champion.
What cannot happen is ratification as a record.
Records exist to compare performances across time and place — a run in Tokyo in 1991 against a run in Eugene in 2026. That comparison requires conditions to have been within defined bounds. See how a world record is ratified for the full machinery.
A race, by contrast, compares athletes against each other, right now, and the wind was the same for everybody in it. There is nothing unfair about a fast tailwind in a final.
Two different questions, two different standards. The wind rule answers only the second.
And there is no limit on a headwind
Nothing in the rules protects an athlete from a headwind. A sprinter who runs into -3.0 m/s has run a slower time and it counts in full; if it were somehow a world record, it would be ratified without comment.
That asymmetry looks unfair and is correct.
The purpose of the limit is to prevent a record being set with outside help. A headwind is not help. A performance achieved despite it is, if anything, understated — and the athletics record book has never claimed to reflect what athletes were capable of, only what they did under conditions that did not assist them.
Combined events average it out
The heptathlon and decathlon get a provision nobody else does.
In combined events, an individual result may be achieved in a tailwind exceeding 2.0 m/s, and the total score can still be accepted, provided the average wind — the algebraic sum of the readings across the measured events, divided by the number of them — does not exceed +2.0 m/s.
The reasoning is practical and fair.
A decathlete competes over two days, in whatever the weather does, across events scheduled by the organiser rather than chosen by the athlete. A single gusty 100m on the first morning would otherwise invalidate a score built over ten events and two days — a punishment out of all proportion, and one the athlete could do nothing about.
Averaging also reflects reality: a decathlete who gets a +2.5 m/s long jump and a -1.5 m/s 100m has, in aggregate, been helped by nothing.
It is the same idea as open water swimming averaging three temperature readings: where a single measurement misrepresents the conditions actually experienced, take more of them.

Why 2.0 and not zero
The threshold is a tolerance, not a claim that 2.0 m/s does nothing.
It plainly does something: modelling of sprint performance puts the difference between a still-air 100m and one with a legal +2.0 m/s tailwind at roughly a tenth of a second — which, in a sport decided by hundredths, is enormous.
But a limit of zero would be unenforceable. Wind is not constant; it gusts, and a gauge reads the average over a defined period. A rule requiring genuinely still air would void nearly every outdoor sprint ever run, and would make records a lottery of gauge timing rather than an account of performance.
So athletics did what governing bodies do when a measurement is imprecise and a rule has to be administrable: it set the limit at a level that excludes obvious assistance and accepted everything below it. The same reasoning produced the 5% tolerance on shoe sole measurement and the 457m elevation cap on qualifying courses.
An indoor track has no wind at all, which is why indoor and outdoor records are kept separately rather than being compared.
