That is the entire design, and everything people dislike about the format follows from it.
FIFA’s first answer was worse
The original 48-team proposal was 16 groups of three, with the top two advancing — a clean 32, no third-placed teams, no ranking across groups.
It was abandoned, and the reason is instructive.
In a group of three, each team plays two matches and sits out one. The final match of the group is played by two teams who both already know the third team’s complete record — and there will be scorelines that send both of them through at the third team’s expense.
Football has been here before. The 1982 World Cup produced a match in which a result suiting both sides was available and duly arrived, and FIFA’s response was to make all final group matches kick off simultaneously. With three-team groups, simultaneity is impossible: there is only one match left.
So FIFA chose the option with an untidy arithmetic problem over the option with a structural integrity problem. That was the right call, and it is why the eight third-placed teams exist.
Ranking teams who never played each other
The eight are ranked on points, then goal difference, then goals scored, then fair play record, and finally drawing of lots.
Every step of that is comparing teams from different groups who faced different opponents. A draw against a strong side and a draw against a weak one are worth the same point.
Nobody pretends otherwise. It is an acknowledged approximation, tolerated because the alternative — the three-team group — was worse.
The fair play tiebreaker is the strangest of the four and has decided qualification before, at the 2018 World Cup, where two teams separated by nothing else were split by yellow cards. It is a genuinely odd way to leave a World Cup, and it exists only to postpone the drawing of lots by one more step.

The cost: you can finish and not know
Here is the format’s real defect, and it is not about fairness.
In a 32-team World Cup, a team finishing its final group match knew immediately whether it had qualified. The drama was contained in ninety minutes.
With eight third-placed qualifiers, a team can finish third, play its last match, and then wait days while other groups complete — because whether four points is enough depends on results in groups it has nothing to do with.
That is a genuine loss. It converts an elimination into an accountancy exercise, and it means the group stage ends not with a moment but with a table being recalculated.
The Champions League made the same trade for the same reason — a single 36-team table where your position moves in matches you are not playing. Modern competition formats keep choosing breadth over immediacy.
104 matches, and eight games to win it
The tournament ran 104 matches, up from 64. The winner played eight, one more than at a 32-team World Cup, because of the extra round of 32.
One additional match for the champion is a smaller increase than the headline suggests. FIFA expanded the tournament by 50% and the winner’s workload by about 14%, which is the arithmetic of adding teams at the bottom rather than rounds at the top.
The load falls instead on the calendar and the hosts — 104 matches across three countries, and a tournament that occupies more of a summer than any before it.
Does a bigger field dilute it?
The standard objection is that 48 teams means weaker teams, and weaker teams mean worse matches.
Two things complicate that.
First, expansion changes qualification, not just the finals. More places means more nations for whom qualifying is realistic, which means more competitive qualifying campaigns across four years — and the qualifiers are, in aggregate, far more football than the finals.
Second, the group stage was already the part of a World Cup with the most dead rubbers. Groups of four with two qualifying produce a predictable number of matches that decide nothing. Twelve groups with a third-place route means more teams alive on the final matchday, not fewer.
The dilution argument is really an argument about the best matches, and it is correct about them: a larger field means the strongest sides meet later and less often. Whether that matters more than sixteen additional nations having a World Cup is the same question every expansion in sport poses.
