When Was Soccer Established? Four Correct Answers

Four dates, four different questions

The question “when was soccer established?” behaves like the question about the oldest trophy in sport: it sounds like one question and is actually several.

None of these is wrong. They are answers to different things, and almost every page that gives a single date has quietly picked one without saying which question it settled.

The oldest answer: cuju

FIFA’s own position is careful, and worth repeating precisely.

It cites cuju — a Chinese kicking game — as the earliest form of the game for which there is documentary evidence, drawing on a military manual dating to the 3rd–2nd century BC. Under the Han dynasty a competitive version developed and was used in training.

Read that phrasing again. FIFA is not saying football was invented in China. It is saying that if you ask which kicking game has the oldest surviving written record, the answer is cuju. That is a claim about documents, not about ancestry — modern football did not descend from it.

It is a good illustration of how these questions go wrong. “Earliest evidence” and “origin” get treated as the same statement, and they are not — the same confusion that surrounds the founding of the Olympic Games, where the first written mention is routinely reported as the founding date.

The first club: 24 October 1857

Sheffield FC was founded on 24 October 1857 by Nathaniel Creswick and William Prest, and is recognised by FIFA as the oldest existing club still playing.

Note what this predates. Sheffield FC existed for six years before there was any national governing body, any agreed set of laws, or any competition to enter. Clubs came first; the sport they were playing was still local and negotiated fixture by fixture.

That is the ordinary pattern in Victorian sport. The institutions arrived to settle arguments that were already happening.

The governing body: 26 October 1863

On the evening of Monday 26 October 1863, at the Freemasons’ Tavern in Great Queen Street, London, the captains and secretaries of a dozen London and suburban clubs met and formed The Football Association.

The clubs present were Barnes, War Office, Crusaders, Forest (Leytonstone), No Names (Kilburn), Crystal Palace, Blackheath, Kensington School, Perceval House (Blackheath), Surbiton, Blackheath Proprietory School and Charterhouse.

The meeting happened because of one letter. Ebenezer Cobb Morley, a London solicitor who had founded Barnes FC in 1862, wrote to Bell’s Life proposing a governing body that could establish a definite code. The FA’s own history calls him the father of the Association.

The laws: 8 December 1863

Here is the detail almost universally omitted.

The FA did not agree the laws on 26 October. Its own account records six meetings in 44 days before the Association could stand on its own feet. The laws were approved at the sixth meeting, on 8 December 1863.

Six weeks of argument, not an evening of consensus. If the question is when the modern game’s rules came into existence, December is the honest answer and October is the answer to a different question.

What the argument was about

Those 44 days settled what football would not be.

The central dispute was hacking — kicking an opponent in the legs — and, alongside it, whether a player could run with the ball in hand. Blackheath wanted hacking kept. The laws approved in December banned it.

Blackheath withdrew. The clubs that preferred the handling, hacking game went their own way, and that divergence is the origin of the separation between association football and the rugby code.

So football was not defined by what it added. It was defined by subtraction — by a specific decision, on a specific evening, that a legal way of playing would no longer be legal. The single most consequential thing the FA did in 1863 was to remove something.

That instinct never left the sport. The most argued-over law in football, offside, is likewise a restriction rather than a permission — a rule about what cannot be done, added to stop a way of playing that was legal until somebody wrote it down.

So which date should you use?

If someone wants one number, 1863 is the defensible choice, because it is when football became a codified sport distinct from its neighbours.

But state which 1863. The Association dates from 26 October; the laws date from 8 December. And if the question is really about how old kicking games are rather than how old this one is, the answer is not in England at all, and it is roughly two thousand years earlier.
